The Holi festival
Significance:
Hiranyakashipu's own son,Prahlada, was a devotee of Lord Vishnu. In spite of several threats from Hiranyakashipu, Prahlada continued offering prayers to Lord Vishnu. He was poisoned but the poison turned to nectar in his mouth. He was ordered to be trampled by elephants yet remained unharmed. He was put in a room with hungry, poisonous snakes and survived. All of Hiranyakashipu's attempts to kill his son failed. Finally, he ordered young Prahlada to sit on a pyre on the lap of his demoness sister,Holika, who could not die because she also had a boon which would prevent fire from burning her. Prahlada readily accepted his father's orders, and prayed to Vishnu to keep him safe. When the fire started, everyone watched in amazement as Holika burnt to death, while Prahlada survived unharmed, the burning of Holika is celebrated as Holi.In Vaishnava Theology, Hiranyakashipu was the great king of demons, and he had been granted a boon by Brahma, which made it almost impossible for him to be killed. The boon was due to his long penance, after which he had demanded that he not be killed "during day or night; inside the home or outside, not on earth or in the sky; neither by a man nor an animal; neither by astra nor by shastra". Consequently, he grew arrogant and attacked the Heavens and the Earth. He demanded that people stop worshipping Gods and start praying him.
Later Lord Vishnu came in the form of a Narasimha (who is half-man and half-lion) and killed Hiranyakashipu at dusk (which was neither day nor night), on the steps of the porch of his house (which was neither inside the house nor outside) by restraining him on his lap (which is neither in the sky nor on the earth) and mauling him with his claws (which are neither astra nor shastra).
In Vrindavan and Mathura, where Lord Krishna grew up, the festival is celebrated for 16 days (until Rang panchami) in commemoration of the divine love of Radha for Krishna. Lord Krishna is believed to have popularized the festival by playing pranks on the gopis here. Krishna is believed to have complained to his mother about the contrast between his dark skin complexion and Radha's (Shakti or energy that drives the world) fair skin complexion. Krishna 's mother decided to apply colour to Radha's face. The celebrations officially usher in spring, the celebrated season of love.
There is alternative story detailing the origin of Holi. This story is about Kamadeva, a god of love. Kama 's body was destroyed when he shot his weapon at Shiva in order to disrupt his meditation and help Parvati to marry Shiva. Shiva then opened his third eye, the gaze of which was so powerful that Kama 's body was reduced to ashes. For the sake of Kama 's wife Rati (passion), Shiva restored him, but only as a mental image, representing the true emotional and spiritual state of love rather than physical lust. The Holi bonfire is believed to be celebrated in commemoration of this event.
Origin:
Though there has been references to a festival like this in Sanskrit texts like ratnavali where people sprayed coloured waters using bamboo syringes, the origin of the modern Holi festival has been traced to ancient Bengal. It was a gaudiya vaishnav festival, in accordance to Vaishnaviya Tantra. People went to Krishna temples, applied red colour to the idol and then distributed the red coloured powder or Abir along with malpua prasad to family and friends. Red signified the colour of passion and Lord Krishna is the king of desires. The ritual signified that all our desires should be diverted for the attainment of Krishna and for the well being of society.
In some cultures, though the ritual of burning wood and leaves on the full moon night already existed. This ritual was to signify the end of winter and full advent of spring. Old wood and leaves that had fallen were burnt to signify that it is time for new leaves and flowers. People later smeared their bodies with ash. Later, however, the story of Holika Dahan had been associated with this ritual.
Rituals:
The earliest textual reference to the celebration of Holi is found in the 7th century Sanskrit drama, Ratnavali. Certainly there are perennial rituals attached to Holi - the first is smearing of coloured powder on each other, and also throwing coloured and scented water at each other.
Regional rituals and celebrations:
Dol-Purnima, the festival of colour is celebrated with great festivity and joy. On this day, people come out wearing pure white clothes and gather together at a common place where they play it with gay abandon.

LIC accepts NOINO's suggestion on Housing Loan
.
The L&HPF Department of CO has instructed the Zonal Offices on 10th March 2011 in line with the suggestion of NOINO & NOIW in its letter dated 24thFebruary 2011 to the MD Shri D.K.Mehrotra on housing-loan problems. The instructions by CO read as follows:
“Dear Sir,
The LIC HFL is now started sending Revised Demand Invoices @ 9% and 9.5% for Direct Loans and Converted Loans respectively. Hence, it has been decided to send the recoveries deducted from the employees / loanees salaries towards housing loans from the salary of January, 2011 and February, 2011 on total loans (i.e. LIC Loans and HFL Loans which includes converted loans also) towards First Unpaid Instalments February, 2011 & March, 2011 respectively which is kept it in Suspense Account by OS Dept of our Divisions.
The balance amount is to be added as subsidy and remitted to HFL immediately. In this regard CO/F&A Circular Ref: CO/F&A/CC/C-202 dated 31st March, 2010 may be referred wherein under Para-2(c) instructions for payment of amount deducted from salary along with the subsidy to LIC HFL are given. Even after adding the subsidy to the recovered amount if it is not coming up to the total shown in Demand Invoice, the balance amount may also be added by debiting Subsidy (A/C – 112941 & 112942) to make it to the demand of LIC HFL. A separate record in this respect shall be maintained for reconciliation purposes. The amount in addition to eligible Subsidy may be recovered from the loanee wherever applicable and the correction entry is to be passed.
Please note that after sending these remittances to corresponding back offices of LIC HFL by the concerned Nodal Divisional Office of LIC (a copy of Mapping of DO/BO is attached herewith) the reconciliation of the same shall be carried out expeditiously before the closing of accounts in all respects without fail.
Please issue suitable instructions in this regard to all the Nodal Divisions. RM (Legal & HPF) will monitor that the L&HPF Department of Divisions is providing help if any and wherever discrepancy, if any, is noted it will be responsibility of the respective Manager (Legal & HPF) and RM (Legal &HPF) to resolve the issues with the respective Back Offices of LIC HFL.

The above letter clearly agrees with our “immediate temporary solution for the subsidy problem” as suggested in our letter to the MD on 24.2.11. Thus the management has accepted our suggestion and brought relief to the employees on housing-loan problems. This is yet another proof that NOINO not only raises issues but also suggests practical solutions to bring relief to the employees. However, we are aware that there are a lot of practical problems yet to be solved. We also want to reassure the employees that we will continue to pursue our demand of bringing back the portfolio of Housing loan from LIC HFL to LIC.

The Corporation has given a one time option for group mediclaim from 1.4.2011. The following can apply for the same:-

2.Spouse & dependent children of in-service employees.
3. Dependent parents/parents-in-law of in-service employees.
4. Retired employees eligible to be covered (who are not covered).
5. Spouse & dependent children of eligible retired employees.

NOINO meets ED(Personnel)

A NOINO delegation met the Executive Director (Personnel), Smt. D. Vijayalakshmi on 8th March 2011 to discuss the various pending issues:-
1. Information sharing session: - We pointed out that there were no discussions on the employees’ issues since July 2010 & demanded immediate discussions on the pending issues. ED (P) replied that it was unlikely that such discussions would take place in the near future.
2. One more pension option:- ED (P) said that the progress was slow in this matter but was confident that the issues involved in this demand would be solved in due course.
3. Problems of Housing loan from LIC HFL:- On this, ED (P) said that the subsidy problem would be solved very shortly. We, however, insisted on bringing back the portfolio to LIC HPF.
4. Revision in leave rules :- We had submitted a letter on this matter to the ED (P) on 26.11.2010 demanding Intervening holidays between CL not to be taken into account; Minimum PL to be reduced to 6 days instead of 7 days; Minimum leave of 15 days not to be made compulsory for Encashment of PL; HRA to be counted as part of salary while calculating Encashment of PL etc. However, ED (P) said that as far as the matter concerning encashment of PL was concerned, we would have to wait for some more time.
5. Revision in Conveyance Allowance for physically handicapped: - ED (P) said that the circular would be issued shortly.
6. Recruitment in Class III :- ED (P) said that the management was on the job & need-based recruitment would be done in the near future.
7. Mediclaim:- Share of Corporation contribution must be ¾ of Total Mediclaim Premium instead of 2/3 for Class I Officers. ED (P) was positive on this matter but said that it would take some time.
8. Professional qualification allowance: We demanded professional qualification allowance for CA/MBA/Legal and other professionals. We also pointed out that if an employee after becoming an officer acquires Fellowship he is not paid any allowance. ED (P) seemed to be positive on this issue & said that this matter would be taken up in the future.
9. Late-sitting allowance: - ED (P) ruled out the possibility of late-sitting allowance in the near future.
We extended our warm wishes to the ED (Personnel) on the occasion of International Women’s day.

A woman is a wonderful creation of God. A man & a woman are not equal but are complementary to each other. A man is incomplete without a woman. I suppose the vice-versa is also equally true.
She meets us in all forms. She is a carrier of God when she brings us to the Earth as a mother, she showers affection as a sister & sacrifices everything as a lover & wife.
As far as I could understand them, the mind of a woman is more complex than that of a man. Of course, this is left to individual interpretation. Overall a woman may be physically weaker than a man but she is definitely mentally stronger than him. An excellent manager, she has great tolerance & endurance.
A woman instantaneously lights up a household hitherto dominated by men. There is an incessant debate regarding the weaknesses of a woman. I feel that the woman of today has to self-analyze her so-called weaknesses to emerge stronger.
It pains one (a rational human being that is) no end when women are subjected to humiliation & lechery. It shows that the society which subjects them to such pain has not got over its animal instincts. We should strive hard for a society which would be mature enough to treat a woman with respect & love.
On the occasion of International Women’s Day, I, on my personal behalf & on behalf of NOINO, pay tribute to all the women!

Karnal Divisional Unit formed

The NOINO blitzkrieg rolls on! Yet another Divisional Unit stands formed. This time it is Karnal Division in NZ. The Karnal unit of NOINO was formed on 3rd March 2011. The details of the formation of the Unit is given below:
A meeting of NOINO members of Karnal Division was held at 1.30 pm on 03.03.2011 at Karnal in which KARNAL Divisional Unit of NOINO was formed. Representatives from NOINO, North Zonal Committee – Shri S.B.Sharan, Zonal Secretary; Shri S.K.Saini, Zonal President & Shri H.K.Dhiman, Zonal Vice President were present during the meeting. The meeting was presided-over by Shri S.B.Sharan who initiated, run and concluded the proceedings of the meeting. NOINO’s role in Budget 2011-2012
NOINO played an important role in Govt of India’s Union Budget 2011-2012 presented by Shri Pranab Mukherjee, Minister of Finance on 28th February 2011 i.e. yesterday.
It happened that a fortnight ago a senior officer of LIC of India pointed-out to our All India General Secretary Shri Ganesh Kamath that the age limit for income tax exemption for senior citizens was hitherto 65. He suggested that while a person would normally retire at the age of 58 or 60 it was not proper to give this concession at the age of 65. He also pointed out that the age limit for concessions to senior citizens was mostly given at the age of 60 in various establishments.
The suggestion looked logical to our GS Shri Kamathji. As such, he immediately wrote a mail to NOINO President (also MP, Rajyasabha) Shri Prakash Javadekar in this regard and also sent an SMS to draw his immediate attention to the issue. Shri Javadekarji promptly took the issue with the Finance Minister Shri Pranab Mukherjee who agreed to the suggestion.
The Union Budget for 2011-12 presented by Shri Pranab Mukherjee yesterday reduced the age limit to 60 as demanded by NOINO. It is a very significant achievement & a great relief to the senior citizens. The credit for this should undoubtedly go to our dynamic leader Shri Prakash Javadekarji.
Our heartiest congratulations to the members of NOINO on the achievement! Definitely, the members are our real strength who inspire us to fight for an issue and win it.

Joint memorandum to MD on Housing loan problems
Further to our meeting with MD on 23rd February 2011 on housing loan problems, NOINO & NOIW submitted a joint memorandum to Shri D K Mehrotra, Managing Director, LIC yesterday i.e. on 24th of February 2011 in this regard. We have suggested an immediate temporary solution as well as a permanent solution (i.e. to bring back the portfolio to LIC HPF). The text of the memorandum is reproduced below:

Re: Problems faced by the employees after transfer of Housing loan portfolio to LIC HFL
This is further to our discussions on the above issue. As desired by you, we are enclosing a few representative cases which reflect the problems faced by the LIC employees after the Staff Housing loan portfolio was transferred to LIC HFL. However, we would first like to highlight the background of the issue:
It was instructed vide CO/Os circular dated 12.04.2010 that LIC HFL would send a consolidated Demand Invoice to O.S.Dept. of the Designated Divisional Office. LIC shall recover from the salary of the employee the pre EMI and add the subsidy of the Corporation and remit it to LIC HFL Back Office through consolidated single cheque. More than 10 months have elapsed. It was also intimated vide OS/Salary circular dated 18.08.2010 “subsidy module is being developed in co-ordination with SDC and LICHFL. Once the subsidy module becomes functional, the concerned OS.Dept. of the Division will remit the EMI to LIC HFL as per the instructions that will be issued in due course”. More than 6 months have elapsed. As the subsidy module has not been provided the divisions have not been able to start the process envisaged vide CO/OS circular dated 12.04.2010.
Due to this, at the cost of repetition, we would like to reproduce the general problems faced by the LIC employees:-
- Callous & casual approach of the HFL officials:- This has been reported from all over the country.
- Requirements asked again & again: - Original documents are asked again & again. Further, requirements are not asked at a single stroke. Once some requirements are submitted, again some more are asked.
- Subsidy not received:- The full loan amount is charged at HFL rate. The employees are not getting the benefit of the subsidy. The loans disbursed earlier have also not been converted to cadre loan. Salary deductions have not started. The effect of non-receipt of subsidy is that very recently LIC HFL has sent mails to all LIC employees who have availed housing loan with increased EMI’s. This has come as a rude shock to the employees.
- Deduction of instalments according to sanctioned loan & not the reimbursement portion :- E.g. if the total sanctioned loan is 20 lakhs, & the 1st instalment of 2 lakhs is received by the employee then the employee is being asked to pay EMI on 20 lakhs instead of 2 lakhs.
- Delay in sanctioning of loan:- There is a delay in sanctioning of loans in many offices. There is no designated person to attend LIC employees. Due to delay in sanctioning of loan, some employees had to pay interest to the builder while some had to give up purchasing the flat & look elsewhere for loan.
- Location of HFL offices: - In many places, HFL offices are located far away from the office/residence of the employee & hence they have to spend money/leave for the loan.
- Valuation of perquisites: - The valuation of perquisites has not been completed by many Divisions. The employees are in a limbo as to whether they will receive the provisional certificates for Income-tax or not. Now we have been informed by LIC HFL that the provisional certificates would be issued by HPF departments in our divisions.
- Difference in procedures & rules of HFL & LIC HPF: - This has led to utter chaos. To quote only three examples of the countless ones, HFL is not creating two separate accounts for husband & wife working in LIC, not allowing separate deduction, thus causing problems for claiming income-tax rebate. The restriction of loan only up to 85% of the estimate by HFL has also deprived the employees the benefit of increase in Housing loan.
We may also bring to your notice that as per the extant facility some of our employees had opted to pay only INTEREST during the service and the loan amount to be deducted on cessation of service out of terminal benefits. But shockingly LIC HFL has informed every borrower an amount which purports to be revised EMI upon transfer of Loan portfolio from LIC to LIC HFL substantially altering the terms of loan such as EMI, Duration etc. The employees are under the impression that upon transfer of loan account to LIC HFL their existing terms of loan do not change and that the EMI does not increase. Employees are hoping that the EMI may actually get reduced because the extended cadre loan will get converted to cadre loan as per new limits. But LIC HFL intimation of revised enhanced EMI is a rude jolt.
- In some of the Divisions the list sent by LIC HFL is not comprehensive. The names of the employees who have taken Second Housing Loan from HFL as it was not available in LIC at that time and have given now letter for conversion as per the new scheme are not appearing in the demand list. The names of the employees for whom the loans were sanctioned by LIC HFL after March 2010 are also missing in the list sent by LIC HFL.
- The problems are different in nature for different employees. Some employees have taken only IEHS loan and that is to be converted. Some of the employees have taken IEHS loan and additional loan from LIC HFL as second charge. The third is as there was no facility of second Housing loan employees have taken from LIC HFL and now it is to be converted. Some of the employees have taken loan from other institutions and is taken over / to be taken over by LIC HFL.
We suggest an immediate temporary solution for the subsidy problem:-
HFL sends a consolidated demand invoice to the OS department of the designated Divisional Office authorized to remit the amounts deducted from employees' salary (@ cadre-loan interest rate) along with the subsidy amounts required (the difference in rate of interest of cadre loan and actual HFL rate). We suggest that if there are some problems in implementation of subsidy module immediately, the subsidy amount can be paid to HFL by OS department by debiting a particular code which can be later on fed in subsidy module. This can be an immediate solution to the delay in implementation of subsidy module, and can save employees from getting harassed by HFL which is demanding full amount (@ HFL interest rate) from the employees directly, and if not paid, imposing penalty over it.
However, our considered opinion after analysing the situation & the countless traumatic experiences of the employees all over the country is that the portfolio be brought back to LIC HPF. The practical problems are so much that there is no other alternative left. We hereby reiterate our earlier demand that the portfolio of Staff Housing loan be brought back to LIC HPF & end the agony of the employees. The sooner the decision is taken, the better it would be to assuage the aggrieved employees.

NOINO meets MD on Housing Loan problems

Today, i.e. on 23rd February 2011, a NOINO delegation consisting of Shri Ganesh Kamath, GS, NOINO & Shri Dattaraj Prabhukhanolkar, GS, NOINO Mumbai unit met Managing Director Shri D K Mehrotra on the issue of problems in the Housing loan portfolio after it was transferred to LIC HFL.
The delegation narrated the various problems associated with this issue like increase in instalment (non-receipt of subsidy), possible hike in interest rates, callous & casual approach of HFL officials, difference in Procedures & Rules of LIC & HFL, employees being directed towards agents etc. The delegation submitted that on 6.12.2010 NOINO had demanded that the Housing loan portfolio should be brought back to LIC & reiterated the demand.
Shri Mehrotra patiently heard our submission. He said that the LIC HFL officials have been apprised of the problems faced by the LIC employees. He said that most of the problems would be sorted out within a few days. He also asked us to submit specific cases where the problems had occurred. We would be submitting a few representative cases tomorrow. We, however, insisted that there were lot of practical problems which would be difficult to overcome & hence the only solution was to bring back the portfolio to LIC. On this, Shri Mehrotra said that the situation will be reviewed after some time & depending upon the same, action would be taken if the need is felt.
NOINO will continue to follow-up this issue.

Two Divisional Units formed
NOINO has again done it!! It has formed units in Srinagar & Amritsar (both in NZ) on 13th February 2011. NOINO has developed a habit of hunting in pairs! This is the fourth time that NOINO has formed two units in a day. Earlier NOINO had formed two units in a day on the following occasions:-
1. Varanasi in NCZ & Satara in WZ on 14.12.2008.
2. Kharagpur in EZ & Vadodara in WZ on 27.7.2009.
3. Bhavnagar in WZ & Shimoga in SCZ on 9.1.2011.
This is a clear indication of the growing clout of NOINO. The details of the formation of both units are given below:
Details of Srinagar Divisional Committee formation:
A meeting of NOINO members of Srinagar Division was held at Shriya Restaurant of Hotel Kranti, Jammu at 3.30 pm on 13.02.2011, in which Srinagar Divisional Unit of NOINO was formed. Shri S.B.Sharan, Zonal Secretary, NOINO, NZ was present during the meeting as Zonal Representative. The meeting was presided-over by Shri D.K.Bhat who initiated, run and concluded the proceedings of the meeting.
23 nos. of new members joined NOINO on the formation day of Srinagar Divisional Unit.
Shri S.B.Sharan, Zonal Secretary welcomed and congratulated the members on joining NOINO. He talked on formation of NOINO and achievements of NOINO (on All India level, Zonal level and also Divisional levels). He assured the members of full support from Central and Zonal leadership in the working of Srinagar Divisional Unit.

In his maiden speech Shri M.A.Wani, Divisional Secretary told that he believed in action instead of talking. He assured the members that NOINO Divl Committee would now look after the problems of Class-I officers of Srinagar Division.
Shri D.K.Bhat, Divl President thanked the participants for their presence in the meeting and forming Srinagar Divisional Committee of NOINO.
The Divisional Committee met Divisional management in the forenoon of 14.02.2011 in the presence of Zonal Secretary.
Details of Amritsar Divisional Committee formation:
A meeting of NOINO members of Amritsar Division was held at 4 pm on 13.02.2011 at Amritsar in which Amritsar Divisional Unit of NOINO was formed. Representatives from NOINO, North Zonal Committee – Shri S.K.Saini, Zonal President & Sh.H.K.Dhiman,Zonal Vice President were present during the meeting. The meeting was presided-over by Shri Kamal Kishore who initiated, run and concluded the proceedings of the meeting.
Shri S.K.Saini, Zonal President congratulated the office bearers on formation of Divisional Committee and also spoke on formation of NOINO and achievements of NOINO (on All India & Zonal levels). Shri H.K.Dhiman also addressed on the achievements of NOINO & Working of Organisation.

Transfers to be taken up by CO
Following types of transfers are being taken up by Central Office:
(a) All transfers of DM & above cadre officers,
(b) Inter Zonal transfers of AO & above cadres,
(c) Posting (on transfer) in different departments of Central Office, including Audit Centres all over India , of all cadres (AAO and above), and
(d) Overseas postings (on transfer).
