Divl Committee of Delhi DO-I formed

.
A meeting of NOINO members of Delhi DO-1 was held at 5.30 pm on 29.07.2010 at Jeevan Prakash, K.G. Marg, New Delhi. Representatives from NOINO North Zonal Committee – Shri S.K.Saini, Zonal President; Shri H.K.Dhiman, Zonal Vice President; and Shri S.B.Sharan, Zonal Secretary were present during the meeting. The meeting was presided-over by Shri H.K.Dhiman, Zonal Vice-President who initiated, run and concluded the proceedings of the meeting. Shri S.K.Saini, Zonal President in his speech threw light on formation and achievements of NOINO.

SC/ST case dismissed

SC/ST Welfare Association's case in the upper division bench of Madras (Chennai) High Court seeking their participation in wage negotiation stands dismissed.

Earlier, lower division bench had rejected their plea and favoured the views of LIC management.

Wage Revision - Talks on 20th July

INDIVIDUAL DISCUSSIONS ON 20TH JULY 2010

After the joint session on 19th July 2010, wherein the management offered the pay-scales, we had an internal discussion of our full negotiating committee. Thereafter in the evening, the joint front partners met. The general sentiment was that the offer is satisfactory in the given circumstances barring a few points where improvements were needed. The Individual discussions took place on 20th July 2010. The management was represented by the ED (P), Chief (P) & other officials of the Personnel department. NOINO was represented by the following representatives:-

The following points were raised by us. It has to be borne in mind that the discussions & the points raised by us only related to the pay scales as a whole. The other points like leave, fringe benefits etc were not touched as they are not related to payscales & also due to time constraints:-

1. Running scales: We reiterated our demand that the concept of stagnation increment should be replaced by running scales. We said that running scales were possible & we were prepared to give a counter-proposal of running scales. The management has noted this point though it did not seem positive.

2. While our original demand is of running scales, pending that demand we observed that in the current offer nothing had been mentioned about Stagnation Increments. We submitted that the stagnation increments should be as follows:
AAO: Once in 2 years and 3 such increments.
AO : Once in 2 years and 5 such increments.
ADM: Once in 2 years and 3 such increments.
We also proposed that the senior cadres should also be granted stagnation increments in case our demand for running scales is not accepted. Pending our demand of change in stagnation increments we suggested that there must be increase in span of 2 more years in all the cadres. Management has noted the point & seems to be positive.

3. We strongly advocated that lump sum amount needs to be added in the pre promotion basic and then fixation may be done in the new cadre. This would help making promotions more attractive. Management said that it was aware of the fact & were trying to work out something.

4. Increment Rate: We demanded that the increment of 840 should be replaced by 875. Management did not seem positive on this matter.

5. Method of Fixation should be given from next stage fixation instead of stage to stage fixation. Management said that it had made an effort in this direction but were not successful.

6. HRA/CCA/HILL ALLOWANCE - Ceiling should be removed. Management did not seem to be positive.

7. Transport Allowance must be increased to Rs.1500 (as there is substantial increase in Petrol Rates during the years). We also demanded petrol re-imbursement for all officers having vehicles. Management said that this matter would be examined after & outside wage-revision.

8. Cash Medical Benefit: We demanded a uniform Cash Medical Benefit of Rs.15000 to all officers. Management has noted this point but did not seem positive.

9. One more pension option:- Management said that this matter will be examined after wage-revision.

10. Mediclaim: Share of Corporation contribution must be ¾ of Total Mediclaim Premium instead of 2/3 for Class I Officers. Management was positive in this matter.

11. Transfer Incidentals to be revised from Rs.400/- to Rs.4,000 or Two 2nd AC fares which ever is higher - in view of the hike in fares and as there has been no change in it for last 20 years. Management said that the revision in T.E. rules was under consideration & our suggestion would be considered at that time.

12. Professional qualification allowance to CA/MBA/Legal and other professionals. We also pointed out that if an employee after becoming an officer acquires Fellowship he is not paid any allowance. Management replied that it was aware of the fact & after/ outside wage-revision it would make an attempt to address this issue.

13. LTC: Air Travel for all Officers should be allowed. Management said that it would examine this issue after wage-revision.

14. Late sitting Allowance should be paid in view of ever increasing work especially at every fortnight and at the year end. Management said that after & outside wage-revision the matter would be definitely looked into.

15. Functional allowance to programmers/auditors needs to be increased substantially and Teaching Faculty in MDC/ZTC/STC/DTC/ATC should be brought under the provision of functional allowance. Management has noted this point.

16. We reiterated our old demand of In-charge allowance. Management said that they had made an effort in this issue but could not succeed. However, at a later stage the matter may be taken up.

17. There should be increase in Sum Assured of both Free Whole life cover Death (Existing -Rs.15000) and Free Endowment cover retirement (Existing - Rs.12000) which have not been revised over decades. Management noted this point & assured to look into.

18. PLLI: We opposed the New PLLI concept & said that it would divide the employees. We said that there were too many parameters. We also said that there should be some minimum PLLI for all. Management has asked us to give our views in writing which we would be doing shortly.

We would be following up the above issues. We would be also taking up the other issues like Leave, LTC, advances & other residual issues after the wage-revision.

Details of Information Sharing on 19th

.
As scheduled, the Information Sharing Meeting (Wage Revision) with the management was conducted on 19th July, 2010. The meeting began with a joint session. The Management was represented by the Chairman, the three Managing Directors, the ED (Personnel) & other officials of the personnel department. NOINO was represented by Shri Sudhakar Ingole, Working President, NOINO, Shri Ganesh Kamath, GS, NOINO and Shri S B Sharan, ZS, Northern Zone. The Chairman took stock of the situation. He informed us that the Market share of LIC in FPI has increased from 61.88% in May 2009 to 72.19% in May 2010.He also proposed that the new scheme of PLLI would be operative with the employees working in divisions & branches would depend on their respective Division’s average instead of All-India average. He also proposed that the New Pension scheme (contributory) would be effective for employees joining on or after 1.4.2010. After his speech the offer including the pay-scales were circulated. Reacting to the offer, Shri Ganesh Kamath, GS, NOINO said that the offer needed further analysis before giving any detailed reaction. We demanded that running scales should be granted & NOINO is ready to give the suitable pay-scales accordingly. We also pointed out that the demand for In-charge allowance has not been met & demanded that it should be considered forthwith. We also reiterated our stand of opposing the New Pension Scheme (contributory) & demanded that the old pension scheme should continue. We also opposed the new PLLI scheme which would only divide the employees. We have made a primary analysis of the offer which is as follows:

Reporting of EC meeting in Mumbai

Dear NOINO office-bearers/activists/members,

EC MEETING OF NOINO IN MUMBAI ON 5TH & 6TH JULY 2010

The All India EC Meeting of NOINO was held on 05-07-2010 & 06-07-2010 at Mumbai. All the zones except one were represented in the meeting.

The meeting commenced with the report by All India General Secretary Shri Ganesh Kamath. In his introductory speech he took the review of activities by NOINO for the period from July-2009 to June-2010. He also informed the house the efforts taken by NOINO in resolving the Charter issue. He exhorted all EC members to give wide publicity to our efforts on charter among all officers. He also briefed the house about the present deadlock in wage negotiations due to the Chennai court.

He also took review of other activities carried out by NOINO during July-2009 to June-2010 and the issues taken up by NOINO during this period such as, Election duty, Modifications in 2nd housing loan circular, Problems in branches due to implementation of E-FEAP, Meeting of Female Officers in Mumbai, Payment of Tax on perquisites to be borne by Management, 360 degree feedback, Delay in issuing of instructions of revision of Actuarial allowance etc.

The house also took note about the satisfactory progress of NOINO in this period. NOINO units were formed in Raichur (SCZ), Kharagpur & Howrah (EZ), Vadodara & Nadiad (WZ), Delhi DO-2 (NZ), Dehradun (NCZ), Indore (CZ).

Thereafter, the respective Zonal Secretaries gave report of the activities in their respective zones. The report of zonal office bearers was mainly on Promotion/Transfers, General sentiments of officers in the zone about the charter, succession formula in the Zone considering the retirements in the coming couple of years, Possibilities of forming new units, Remission of affiliation fees etc. It was also decided that each zone should ensure that the collection process of yearly subscription for 2010-11 from officers in their ZO/DO/BO should be completed by the end of July-2010.

The meeting discussed at length the strategy for early settlement of satisfactory charter. The Secretariat meeting of NOIW was conducted simultaneously in the same venue. The issue was also discussed with NOIW leaders. After threadbare discussions, it was decided that NOINO would once again make efforts to contact the other constituents of joint front & work out a strategy in the event of a deadlock in the Chennai case (wherein the judgement may come any moment).

The Succession formula at the All India level was also discussed. The issue of monthly bulletin was discussed. Shri Y N Murthy, EC member (Shimoga Division) & Shri S B Sharan, ZS, NZ jointly took the responsibility of compilation and printing of our monthly bulletin.

It was also decided that the next EC meeting would be an extended EC meeting & would be held in the month of January-2011 either at Dharwad or at Bhopal. The house also decided that a meeting of national office-bearers would be held immediately after settlement of charter & notification to discuss about anomalies, if any, in the charter.

The need for organizing Zone-wise study classes for activists was also discussed. Shri Ganesh Kamath then addressed the office-bearers on the matter of ‘Issue of promotion/transfers & the exact role of organization in these matters’.

The meeting concluded with the review of the 2 days proceedings by Smt Anagha Sant, OS, WZ. She appealed all the EC members to implement the decisions taken in the EC meeting and make efforts to strengthen NOINO. She also appealed to conduct meetings of NOINO members in the zones and inform them about our efforts in respect of charter.

Latest on wage-revision

As we had informed earlier, the wage-revision in LIC is delayed due to court-case by one of the SC/ST Associations. Today was date of hearing in the court.

As per information received, the hearing was over today. The hon'ble Judge has kept the judgement reserved.

We hope to hear the judgement within a week.

Jt meeting of NOIP, NOINO & NOIW

South Central Zonal units of NOIP (National Organization of Insurance Pensioners), NOINO (National Organization of Insurance Officers) & NOIW (National Organization of Insurance Workers) - the three affiliates of BMS (Bhartiya Mazdoor Sangh) in LIC - are conducting joint sessions (meeting) on 11 & 12 July 2010 at Hyderabad.

All India leaders of all the 3 Organizations are likely to address the sessions.
