NOINO, NZ talks on posting

A delegation of NOINO, NZ office-bearers comprising of Shri S.B.Sharan, Zonal Secretary; Shri H.K.Dhiman, Vice President and Shri J.C.Singh, Joint Secretary met Smt Richaa Kapoor, Secretary (Personnel) today and demanded that the officers who forwent promotions earlier due to inconvenient postings and have been promoted this year again, be posted at the same place or at a place convenient to them. Shri Vivek Sharma, Asstt Secretary (P) was also present during the meeting. We submitted our views in writing to her which is being reproduced below:

Respected Sir,

Re: Posting on promotion - who forwent promotion earlier.

There are officers who were promoted in different cadres earlier, but they did not accept the promotions because the postings they got after promotion were badly affecting their personal lives. And they have shown the genuineness of their problems by forgoing their promotions. Otherwise, people remain keenly interested in promotions; everyone likes to ride high in his/her career. But, despite that, people forgo their promotions due to genuine problems.

One proves his/her sincerity to the Corporation if he/she continues to be promoted year-after-year whenever it is due.

For such loyal officers, who have genuine personal problems, which they have proved by forgoing their promotions earlier, we request you to please accommodate them at their present place of posting or post them at convenient places which least affect their problems. This way, you will also motivate them to be more loyal to the Corporation and simultaneously reward them for their loyalty. Another reason for doing so is that such officers already lose two years as the Corporation generally does not promote them the next year as a deterrent punishment. This in fact, becomes a double punishment. We feel that they should not be further penalized. As it is, two more years get added in their respective ages, which make them that more senior.

We hope, you will please accommodate such officers.

We attach, herewith, a list of such officers who have genuine problems in leaving their stations. We have also mentioned any other convenient stations where they will have no problem in joining on promotion. Hope, you will please accommodate them.

The Secretary (P) was of the contention that there were officers who did not want to leave their stations without any valid reasons. However, she said that she would look into the cases which have genuine grounds.
