Vide "Payment of Gratuity (Amendment) Act, 2010" of the Govt of India and further notification by the Central Govt, the upper limit of Gratuity stands increased to Rs ten lakh w.e.f. 24.05.2010. It was earlier 3.5 lakh only.

1. (1) This Act may be called the Payment of Gratuity (Amendment) Act, 2010.
(2) It shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint.
2. In section 4 of the Payment of Gratuity Act, 1972, in sub-section (3), for the words ''three lakhs and fifty thousand rupees'', the words ''ten lakh rupees'' shall be substituted.

NOINO Delhi DO-II Divl Committee formed
A meeting of NOINO members of Delhi DO-2 was held at 2.30pm on 22.05.2010 at Bikano Restaurant, Scope Minar, Laxmi Nagar, Delhi. Representatives from NOINO North Zonal Committee – Shri S.K.Saini, Zonal President; Shri H.K.Dhiman, Zonal Vice President; and Shri S.B.Sharan, Zonal Secretary were present during the meeting. The meeting was presided-over by Shri S.K.Saini, Zonal President who initiated, run and concluded the proceedings of the meeting. Shri S.B.Sharan, Zonal Secretary in his speech threw light on formation of NOINO and achievements of NOINO (on All India & Zonal levels).

Charter talks delayed due to court case

We all have been eagerly awaiting the discussions with the management on our wage-revision. As per our assessment, the discussions were expected in the next week, i.e. the last week of May 2010. NOINO had been striving hard to achieve that end & was continuously following up with the management for an early & fruitful discussion. However, in a somewhat unexpected event, on 13th May 2010 one of the SC/ST Welfare Associations(Shinde group) approached the Chennai High Court to direct the management to invite their group for discussions on wage revision. The management will make its submission in the next hearing which is expected either in the last week of May or in the first week of June. Till then, it seems unlikely that the discussions will take place. We have urged the management to expedite the matter so that the long pending wage revision issue is resolved.
This post is without any comment & for information purpose only.

Brothers & Sisters, You are aware that since inception NOIP had been consistently demanding extension of facility of share in Mediclaim premium being borne by LIC, to LIC employees even after their retirement.
The Organisation had continuously taken up this issue with LIC Management by writing letters on 01-09-2001, 10-10-04, 29-11-04, 22-04-05, 22-06-06, 30-10-06, 23-07-07, 28-01-09, 27-04-09, 14-12-09 & 26-02-10. The Organisation had discussed this issue on 30-11-04 with ED (P), on 23-07-07 with LIC Chairman, on 28-01-09 with ED(P) & on 26-02-10 with ED (P) again. Finally LIC, in their meeting with NOIP Office-bearers on 26-02-10, indicated positive consideration of our demand regarding extension of facility of share in Mediclaim premium being borne by LIC, to LIC employees even after their retirement.
Now the LIC in its Board meeting held on 05/05/2010 has approved that the Corporation will bear 3/4th of the premium for Mediclaim policy uniformly for retired employees for the revised basic sum insured applicable. The sharing of premium will be applicable for the Mediclaim policy from 01/04/2010. The revised basic sum insured for retired employees will be as per the table given below:

It is the victory for NOIP as we had been persistently following up this issue.
NOIP MEETING OF 26 April, 2010 The Steering Committee Meeting of NOIP was held at Mumbai on 26-04-2010 on a short notice, to take advantage of the availability of Shri. S. L. Burman, President, NOIP in Mumbai. Apart from him, the following functionaries were present at the meeting which started at 12 noon and concluded at 5 p.m. 1) Shri S. D. Kulkarni, President, Maharashtra Pradesh, BMS, Pune; 2) Shri. S. S. Kashikar, Senior Leader, Nashik; 3) Shri V. Y. Lotlikar, Senior Leader, Mumbai; 4) Shri. C. Y. Kalele, General Secretary, NOIP, Mumbai; 5) Shri. Ashok J. Joshi, Working President, NOIP, Pune; 6) Shri. Sharad D. Dao, Organising Secretary, NOIP, Pune; 7) Shri. B. Ramachander Rao, CC Member, NOIP Hyderabad.
Organisational Matters : The meeting took review of the campaign of membership drive. The meeting received encouraging reports of enrollment of new members from various centers. After Pune meeting of 28-01-2010 about 50 new members have joined the organisation. Shri. Ashok J. Joshi visited Bengaluru, Hubli and Dharwad and held meetings of pensioners for membership drive. Efforts are afoot to hold meetings at Delhi, Chandigarh, Meerut, Jaipur and Ajmer. NOIP circular of 26-02-10 regarding discussions with ED(P) along with Hindi circular regarding Shri. Burman's appeal to NOIW conference was sent to all NOIW CC members and NOINO office bearers all over India. Our local members and activists are requested to enlist support of local units of NOIW and NOINO for membership drive.
Accounting at NOIP HQ : At the time of formation of NOIP in 2004, it was decided that the local unit IPO Mumbai should account for all NOIP transactions of collections and expenses temporarily till self reliant arrangement for NOIP is made. The meeting reviewed the situation and decided that all NOIP transactions of receipts and payments should be accounted for by NOIP itself through its Bank account. It is decided that NOIP’s Funds in IPO Mumbai Bank Account should be transferred to NOIP Bank at the earliest.
Centralised Membership at NOIP HQ : The meeting observed that there is a gap in proper and swift communication between members and the organisation because after pensioners become members of the organisation their forms and addresses are not received at NOIP HQ in time. It is, therefore, decided that henceforth the divisional centers should send membership forms and fees to NOIP HQ and membership should be directly registered at NOIP HQ instead of at any IPO unit. Once a member is enrolled at Division, the form and the membership fee collected should be sent to NOIP HQ immediately. The expenses incurred by activists for touring for membership drive should be reimbursed by NOIP HQ.
Court Case : It was reported in NOIP Circular of 6.2.2010 that it is learnt that Jaipur High Court has given a verdict on 12-01-2010 in LIC pension case on LIC pension to be revised with every wage revision. It is observed that the copy of the verdict is still awaited. We shall revert to you with further developments on receipt of the High Court Order.
Shri S. L. Burman President NOIP in his concluding remarks made a fervent appeal to all NOIP activists to make more efforts to increase the membership of the organisation. The meeting came to an end with vote of thanks by Shri. B. R. Rao.

NOIP's victory!
NOIP (National Organization of Insurance Pensioners) continuously followed up with LIC the demand of parity with in-service employees on Mediclaim Premium subsidy. LIC authorities in meeting with NOIP on 26/2/10 indicated positive consideration of the demand. Now, LIC on 5/5/2010 granted 75% subsidy on Mediclaim Premium to Retirees on Revised Basic Sum Insured. This could be achieved only because of consistent efforts of NOIP.

NOINO, NZ talks on posting
A delegation of NOINO, NZ office-bearers comprising of Shri S.B.Sharan, Zonal Secretary; Shri H.K.Dhiman, Vice President and Shri J.C.Singh, Joint Secretary met Smt Richaa Kapoor, Secretary (Personnel) today and demanded that the officers who forwent promotions earlier due to inconvenient postings and have been promoted this year again, be posted at the same place or at a place convenient to them. Shri Vivek Sharma, Asstt Secretary (P) was also present during the meeting. We submitted our views in writing to her which is being reproduced below:

Re: Posting on promotion - who forwent promotion earlier.
There are officers who were promoted in different cadres earlier, but they did not accept the promotions because the postings they got after promotion were badly affecting their personal lives. And they have shown the genuineness of their problems by forgoing their promotions. Otherwise, people remain keenly interested in promotions; everyone likes to ride high in his/her career. But, despite that, people forgo their promotions due to genuine problems.
One proves his/her sincerity to the Corporation if he/she continues to be promoted year-after-year whenever it is due.
For such loyal officers, who have genuine personal problems, which they have proved by forgoing their promotions earlier, we request you to please accommodate them at their present place of posting or post them at convenient places which least affect their problems. This way, you will also motivate them to be more loyal to the Corporation and simultaneously reward them for their loyalty. Another reason for doing so is that such officers already lose two years as the Corporation generally does not promote them the next year as a deterrent punishment. This in fact, becomes a double punishment. We feel that they should not be further penalized. As it is, two more years get added in their respective ages, which make them that more senior.
We hope, you will please accommodate such officers.
We attach, herewith, a list of such officers who have genuine problems in leaving their stations. We have also mentioned any other convenient stations where they will have no problem in joining on promotion. Hope, you will please accommodate them.
