We are pleased to inform you that long awaited historic bipartite settlement for Wage Revision and Pension has been signed today at Mumbai by U.F.B.U./U.F.B.O. The settlement on pension is long awaited demand and now second pension option is the great achievement of all of us. You are aware that NOBO has raised and followed this pension option for PF optees for existing employee and retired employee from 1995 and now under the banner of U.F.B.U. we have achieved it. PF optees to contribute 2.8 times of new salary as of 1.11.2007 as incremental cost towards pension.

NOINO STORMS NADIAD(GUJARAT)

The trickle has turned into a wave. NOINO has captured yet another division. As such, the Nadiad( Gujarat/WZ)unit of NOINO was formed on 20th February 2010 & an ad-hoc committee had been formed. The officers of Nadiad were closely watching the activities of NOINO as also the quixotic anti-officer attitude & the astonishing somersaults of the Class I Federation. Impressed by the sincere efforts of NOINO & fed up with the Class I Federation's antics, 101 officers out of 143 decided to join the nationalist forces. In a glittering function, these officers including almost all the important office-bearers of the Class I Federation joined NOINO on 11th April 2010. The remaining officers are expected to follow suit shortly.

The Chief guest of the function was Shri P N Panchal, Marketing Manager of Nadiad division. The other dignitaries who attended the function were Shri Sudhakar Ingole, WP, NOINO, Shri Ganesh Kamath, GS, NOINO; Shri Vishwas Shastri, ZS, NOINO, WZ; Smt. Anagha Sant, OS, NOINO, WZ. Shri Brahmesh Hardikar, Secy., NOIW was also present at the occassion to give his good wishes. A special word should be reserved for the NOIW team in Nadiad led by Shri Hemesh Patel & Shri Bipinbhai Mistry who left no stone unturned to see that NOINO attains majority in Nadiad. NOINO would be eternally grateful to them for their kind help & support.

Shri Sudhakar Ingole in his hard-hitting speech came down heavily on the bankrupt policies of the Class I Federation. He said that NOINO was responsible for restoring the honour & dignity to the Class I Officers in LIC with its fearless & sincere efforts. Shri Vishwas Shastri & Smt. Anagha Sant also addressed the meeting. Shri Ganesh Kamath in his marathon speech of nearly two hours covered all issues relating to the formation of NOINO, achievements of NOINO, the charter position & the future situation.

A full divisional committee was formed. Main office-bearers are:

BIPARTITE TALKS WITH IBA

Another round of bipartite talks was held between IBA and UFBU constituents at Mumbai today. IBA was represented by Mr.Ramakrishnan, Chief Executive, Mr. Unnikrishnan, Dy. Chief Executive and Mr. M. Venugopalan, Officer on Special Duty. From UFBU, representatives of all the 9 Unions were present.
In today’s meeting, issues relating to settlement on pension option were taken up. The draft Settlement was discussed in details and finalized.

Regarding retirees, the formula for contribution of Rs. 934 crores ( 30% gap ) of the deficit after refund of the PF amount (Bank’s contribution), it has been decided that the retirees will contribute as under:

Refund of PF amount ( Bank’s contribution ) actually received at the time of retirement ( no interest is payable on this amount ) Rs. X

PLUS 56 % on this amount of Rs. X
Rs. Y

LESS: Commutation amount Receivable from the Bank
Rs. Z

Net Amount refundable to the Bank ( X + Y – Z )

Regarding existing employees / officers, out of the net gap of Rs. 6000 crores, Banks would contribute 70 % i.e. Rs. 4200 crores. For the balance of Rs. 1800 crores ( 30%) employees / officers would contribute as under: ( This will be a onetime contribution and would be recovered from the arrears.)


For existing employees/officers
1.6 times of “ Pay ” payable for the month of November, 2007.

For employees who have joined the banks after 1-11-2007
Their contribution would be proportionately reduced

Date of effect of pension option: IBA reiterated their stand that pension option would be effective from the date of the Settlement while we have explained our viewpoint that it should be w.e.f. 1-4-2008. Difference on this issue persists. UFBU decided to take steps to find a solution to this issue.
Improvements under Pension Scheme : We took up with IBA various improvements in the Pension scheme like periodical updation of pension along with wage revision for serving employees, 100 % DA to be paid to all pensioners, common indexation of pension, increase in commutable portion of pension, increase in Ex Gratia for Pre-1966 retirees/widows, higher pension for pensioners above the age of 80, etc. After discussion it has been decided to submit a memorandum on these issues to the IBA and the Government and to be pursued further.

False & abusive mails

THE USUAL SUSPECTS!

Some very sick people are at work (again). Some mails are being circulated by creating false mail-ids in the name of NOINO (e.g. NOINO (naio1n@gmail.com); NOINOOO etc). These mails on one hand criticize all unions for collecting donation on arrears & on the other hand talk about alleged corruption in the top echelons of the management personally naming them. Some months ago, a mail was circulated in the name of Shri Sudhakar Ingoleji, Working President of NOINO in which the communal card was played against the TOP management in LIC with the intention of tarnishing the image of NOINO. This circular is being issued to make our stand clear.
This is clearly a handiwork of some disgruntled soul/s who want/s to either give vent to their pent-up feelings arising out of personal frustration or frustration against the management or they are finding it difficult to digest the success of NOINO. It may be a combination of both. It is needless to say that NOINO is not involved in such dirty exercises. NOINO has serious differences with management over many issues & it will continue to fight against the management on those issues. But NOINO believes in certain ethics & principles. We neither approve nor indulge in such below-the-belt personal attacks.
However, it is for the management to take cognizance of this unabashed slander. It should not turn a Nelson’s eye to this cyber crime. Make no mistake about it. This is a criminal activity & should be dealt as such. The culprits should not only be booked but their identity should be made public to check any such future smear campaigns hiding behind the fig leaf of false mail-ids. We are sure that the management will take immediate action in this case. Meanwhile, NOINO will continue to work undeterred by such impediments for the betterment of Class I Officers.

The email-name displays as if it has been received from g.kamath@licindia.com though the actual email-id is different. It contains certain sleazy content. We urge the officers in LIC to see through this dirty game & be vigilant.

360 degree feedback - a good step

The management has taken a good initiative in the form of 360 degree
feedback.
This write-up is just an analysis on our part. It should be kept in mind
that this is our opinion. For official details you may refer to the circular
Per/admn/ZD/200 dated 31.3.2010. The particulars can be summarised as under:-

1. *What is this*?:- This is a form of reverse appraisal. This means that
just as a superior writes a confidential report of the subordinate & appraises his performance, a similar exercise would be done by the superiors
as well as the subordinates (all employees & agents), peers(colleagues of he same rank) by appraising the performance of a particular senior officer.
For now it has been decided to bring the SrDMs incharge under the ambit of this circular. In other words, even a development officer or an agent or an ADM may be able to assess the performance of his SrDM through an online form.

2. *How does it work*?:- The assessors (meaning those who will assess) will fill up the online form & express their opinion & give their feedback.
Their individual feedback would be kept anonymous & only the comprehensive report of the collective feedback would be visible to the SrDM. We don't know the particulars but logic says that e.g. if there are 10 assessors & one of the question is *suppose*(this may not be one of the questions):-
How is the approach of your SrDM towards work? Then say the options are good; bad; excellent. Then say 5 say good , 3 say bad & 2 say excellent, Then the comprehensive report will say that 5 assesors have rated you good,
3 bad & 2 excellent without individual names. Thus the SrDM will get to know the general mood of the people he is working with & based on that he can concentrate on his strong points & weed out any weak points (the weakpoints
part has not been mentioned in the circular, but this is obvious). The
example given by us is not official information but just an hunch on what lines this may be.

Of course, there are some flaws. We have written a letter to the management listing out the flaws & our suggestions on the same.

Re: 360 degree feedback.

We have come across the circular ref Per/admn/ZD/200 dated 31.3.2010 regarding the above issue. This is a good step on the part of the management & we welcome it. Reverse appraisal was a much needed exercise in our Corporation. However, we have also noticed certain flaws which in our opinion, would not serve the purpose of development (a euphemism for improvement in some cases, we presume) of the senior officers. Kindly note the following:-

1. The assessee (here the SrDM) will choose his assessors. Now, the SrDM is more likely to choose the majority (or all) persons who will give a good report about him. Thus the whole purpose of self-assessment would be defeated. There should be a system of automatic random choice of assessors to make it fairer.

2. The sample size prescribed for the number of assessors is minimum 15 & maximum 25. This is a very small sample size which would enable the SrDM to handpick his assessors. A relatively bigger sample size would not only discount this possibility to handpick but it will also be a true reflection of the mood of the general employees.

3. This seems to be an exercise only in self-reflection. Even if, say, the report is bad for the SrDM, what is the guarantee that he will not ignore it & continue with his old ways? There should be some way that the management should take some deterrent action against the assessee if the general feedback is overwhelmingly bad for him.

We reiterate that on the whole the intentions of the management seem to be good in this issue. We only wish that you take cognizance of the above flaws in this system, so that the purpose is served.

Notice: Census duty

It has been brought to my knowledge that at few places in the country LIC employees / officers are being drawn for census duty. The fact of the issue is, this duty is to be performed by the local authorities. LIC is not a local authority.

I request all NOINO office-bearers / members under North Zone to please report to me such cases, if any of us (only NOINO members or his office) has received any such request from local authorities requisitioning our officers.

The information must reach me / NOINO’s North Zonal Committee latest by 1.30pm on 10th April 2010 i.e. Saturday so that we can take-up the matter at appropriate level.

The matter is to be reported to me only if any NOINO office-bearer/member is involved or likely to be involved.

Re: Tax on Perquisites.
We sincerely thank the management for taking a decision to bear the tax on perquisites relating to staff quarters, car under scheme VI (revised), newspaper expenses re-imbursement & gifts worth 5000/- & above. It was a right & timely step. It has indeed brought relief to many employees. However, some of the perquisites have still not been brought under the ambit of the circular dated 6.4.2010 issued by F & A department. These are:-

1) Perquisite on Housing loan.
2) Perquisite on Vehicle loans for administrative side.
3) Perquisite on other interest free advances.

The logic that was applied while taking a decision to include the 4 perquisites in the above circular applies to the above three too. We request you, therefore, to cover the above 3 types of perquisites. Non-inclusion of these perquisites will tantamount to discrimination among employees. This will also dispel the doubts in the minds of the employees that only a certain section of employees have been provided relief through this circular.

We are sure that your goodself will take a positive decision in this matter.

NOINO wins - LIC to bear tax on perks

HUGE VICTORY FOR CONSISTENT DEMAND & FOLLOW-UP OF NOINO

MANAGEMENT ACCEPTS OUR DEMAND OF LIC TO BEAR TAX ON PERKS

NOINO has done it once again! The management has agreed to our demand of LIC to bear Tax on perquisites. It is the result of our continuous & determined follow-up on this issue. NOINO was the only organization to raise this demand. The detailed circular will follow. It is not clear as of now as to from when this will be given effect. Following is the summary of our datewise efforts:

1. 18.2.2010-----NOINO's All India delegation meets ED(MKTG) & ED(Personnel) & raises the demand that LIC should bear tax on perquisites.
2. 20.2.2010-----Letter submitted to ED(Mktg) & Chairman.
3. 17.3.2010-----NOINO again raises this demand in the light of SBI deciding to bear the tax on perks vide their circular dated 13.3.2010.
4. 19.3.2010-----NOINO again raises this demand during the discussions with management.
5. 22.3.2010-----NOINO again reminds the Chairman of this demand while submitting the joint front letter of suspension of agitation & demanding early & satisfactory settlement.
6. 3.4.2010------NOINO submits reminder letter to MD Shri A K Dasgupta. We also met him personally to remind him of this issue among other issues.
7. 5.4.2010-----Management issues circular that tax on perks, taxable at the hands of employees would be borne by LIC.

We sincerely thank the management for taking the right decision & provide relief to several employees.

In another development, the Basic sum assured of Mediclaim has been increased as follows:-

3. Friends, in the given circumstances, when second pension option is made open to all P.F. optees, it is a very big achievement and this is one of the best settlement on salary revision for officers.

We congratulate one and all, for their patience and full support to all calls given by UFBU including strike. This is the outcome of the unity of UFBU and strength and support of all dedicated members, to UFBU.

3.4.2010.

NOINO/NOIW delegation meets Managing Director

A joint delegation of NOINO & NOIW met Managing Director Shri A K Dasgupta today, i.e. 3rd April 2010. The delegation consisted of Shri Ganesh Kamath, GS, NOINO; Shri Manish Patankar, jt.secy, NOINO, WZ; Shri Dnyanesh Paranjape, Secy, NOIW & Shri Brahmesh Hardikar, Secy, NOIW. The following issues were raised:

Position on charter: - We said that the joint front had suspended the agitation on the assurance of the Chairman & the MD & hence the responsibility of settlement of early & satisfactory wage revision was squarely on the management. Shri Dasgupta responded positively & said that the employees will not be disappointed on the issue of charter. He said that things were moving in the right direction & very soon we would be hearing in this matter.
Tax on Perquisites:- All are aware that an All India delegation of NOINO had raised the demand on 18th of February with the ED (Personnel) & ED (Mktg) that LIC should bear the tax on perquisites relating to staff quarters, newspaper re-imbursement & on car under scheme VI (revised). We had submitted a letter in this matter to ED (Mktg) on 20th February. We had also submitted a letter to the Chairman on 17th of March quoting the example of SBI which vide circular dated 13.3.2010 had decided to bear the tax on perquisites & asked LIC to emulate their example. We had again raised this matter during the discussions with the management on 19th March. We had reminded the Chairman of this issue on 23rd March when we had been to submit a letter on behalf of the joint front. Today i.e. on 3rd April we again raised this issue. Shri Dasgupta responded that the management was exploring the possibility & very soon we would hear in this matter.
Housing loan:- Though the discussion was not very extensive on this matter, we raised two points. One, that the condition of LIC HFL that 50% of net salary would be the limit for deductions compares unfavourably with the erstwhile condition of IEHS scheme of LIC which allows this limit to 25% of gross salary (i.e. he should get 25% of gross salary after deductions). Secondly, the IEHS scheme granted 100% of the eligible loan while HFL is granting 85%. Shri Dasgupta assured to look into the matter.

We will continue to follow up the above matters.

Re: Tax on perquisites.

Your good self is aware that on the above subject we have demanded that the Tax on perquisites relating to staff quarters (for all classes), newspaper re-imbursement (for Class I) & car under scheme VI (revised)(for Class I ) should be borne by the Corporation.
The All India delegation of NOINO had met the ED (Marketing) & ED (Personnel) on 18th February 2010. We had also submitted a letter on this subject raising this demand on 20th of February 2010. We had also again raised this demand on 17th March 2010 vide a letter to the Chairman augmenting our argument by quoting the decision taken by SBI in this respect on 13th March 2010. We raised this matter once again during our discussions with your good self & the Chairman on 19th March 2010.
We request you to take a positive decision immediately in this matter & provide succour to the employees.
